Boginich O. L. Civil society in Ukraine after the revolution of Dignity: lessons and prospects


Cause “Maidan” in Ukraine in late 2013, was the system dysfunct its political, legal, economic spheres. All of the above areas of activity of the political and economic class were subordinated to the purpose of profit in an illegitimate way: the political class is, by obtaining corrupt rents, economic – for the monopolization of the main economic areas of production and marketing. The losers were the vast majority of the population of Ukraine, which under the pressure of these factors decided on the actual rebellion against the existing order.
‘First the slogan “Maidan” was political demands aimed at the reformation of the government, later joined national. In other words, social protest grew into a national that carried certain risks deepening the confrontation.
Civil society in Ukraine before and after the revolution of Dignity was held a certain way – from social protests to the national painted. And the degree of the latter tends to its increase, especially in the light of events in the East of Ukraine. With regard to the social protests that have a political and economic component, the latter have not found their logical resolution. So, the tasks that were put before the public, remained unfulfilled.
Continues to be high levels of corruption, and at the highest levels of government, law enforcement system, despite the presence of new anti-corruption bodies, for the same reason proved ineffective, reform of the judiciary is held on the old methodological basis of legal positivism, where the number of scientists as the main adherents of the rule of law was artificially limited by applicable law. To these shortcomings of the functioning of the political and legal systems have added to the failure of the economic policies that have led to critical decline in living standards of the majority of citizens of Ukraine, reforms of the pension system and health care put on the brink of survival, the elderly, the youth of Ukraine has begun to travel abroad, how to study, and for the purpose of employment, losing hope for a positive Outlook at home. Similar processes are characteristic of middle-aged people who were always looking for a better life abroad, but now this trend with the acquisition of Ukraine’s so-called “besso” rapidly increased.
 The reasons for this shameful state are the lack of systemic changes in the first place, the political system of Ukraine. Power was uncontrolled for more than a quarter of a century, and remains in this state until this time. If the first years of independence were characterized by the absence of civil society after the Orange revolution and the revolution of Dignity, the first have already announced their presence. But, unfortunately, the conclusions from the defeats it did not. Civil society continues to hope for “good”, “fair”, “smart” a king who after a popular uprising starts to deliver on its promises. However, in the case of the latter it is impossible to change (dismiss) – there are no appropriate legal mechanisms. This political and legal nonsense is specifically incorporated into the legal system of the country. As you know, before this time adopted the law on impeachment of the President, there are no legal mechanisms of accountability of MPs to their constituents and they are forced to passively watch as within 5 years of their rights massively violated on the part of the representative bodies. Question: who benefits from it - obviously rhetorical.
Thus, it is clear that democracy without feedback, the lack of permanent control over the actions of the government by civil society turns into its fiction, which allows corrupt politicians to collect the rent, using the affiliation to power.
