Levina G. M. Strategic Principles of the National Environmental Policy with respect to preserving rare and endangered species of wild animals (certain historic specifics and current condition)


The article explores the strategic principles of the state environmental policy of Ukraine, the National Environmental Policy of Ukraine regarding preserving rare and endangered species of wild animals, as defined in national strategies, action plans, programs and their concepts. The article considers the effective national strategic documents related to the subject of research, as well as those that were adopted during the independence of Ukraine, but which term of implementation has already expired: Main Principles (Strategy) of the National Environmental Policy of Ukraine for the Period until the year 2020 (21.12.2010), National Action Plan for Protection of Environment for the years 2011-2015 (25.05.2011), Concept of Preserving of Biological Diversity of Ukraine (12.05.1997), National Program for Creating the National Environmental Network of Ukraine for the Years 2000-2015 (21.09.2000), Program for the Prospective Development of Reserve Affair in Ukraine “Reserve Parks” (22.09.1994), Concept of the National Program for Preserving the Biodiversity for the years 2005-2025 (22.09.2004). As a result of analysing the strategic documents and the process of their adoption, the following conclusions were made:
1) Main Principles (Strategy) of the National Environmental Policy of Ukraine for the Period until the Year 2020 (which inter alia defines the strategic principles of preserving the rare and endangered species of wild animals) does not have an up-to-date implementation mechanism – National Action Plan for Protection of Environment (the latest was adopted until 2015), which is an obstacle to its implementation and requires from the Government of Ukraine the actions and decisions to be taken as soon as possible;
2) the provisions of the considered strategic documents of the national environmental policy of a special nature and their concepts evidence the repeated attempts of the government to adopt in Ukraine at the national level the conceptual bases and priorities with respect to preserving rare and endangered species of wild animals in the interconnection with preservation of their environmental conditions. However, none of these documents have been adopted in Ukraine as of now and thus, we may state that there are no national strategic priorities specifically in this respect, which in author’s view needs to be changed and requires the government to act as quickly as possible;
3) the described process of preparation and adoption in independent Ukraine of strategic documents of the state environmental policy of a special nature and their conceptions allows to make a conclusion on lack of its efficiency due to the absence of a clear vision of the governmental authorities in this regard, as well as, due to inconsistency, absence of complete logical result with respect to the decisions of such governmental authorities, failure to ensure the logical and insufficient logical and uninterrupted strategic development, programming, planning, which requires changing approach thereto.
