Мuzyka I. V. Documentary heritage of the State Center for Ukrainian People’s Republic in exile as a memorial of legal thought


The article is devoted to the study of the documentary heritage of the SC UPR in the exile as a monument of legal thought. An attempt was made to consider the main areas of political and legal thought of public figures and political groups that took an active part in the activity of the State Center for Ukrainian People’s Republic in exile. Decisions, declarations, memorandums, notes, resolutions, appeals, program documents of political parties and other documents, which give an idea of the peculiarities and evolution of the political and legal opinion of the leadership and centers of the State Center for Ukrainian People’s Republic in exile, are explored.
The main directions of political and legal thought of public figures and political groups that took an active part in the activities of the State Center for Ukrainian People’s Republic in exile were: socialist, liberal-democratic, nationalist and monarchist. In particular, the following main ideas were substantiated and defended: independence of the Ukrainian state, the unity of the Ukrainian lands in the ethnographic boundaries; the continuity of the Ukrainian state and legal tradition and the positioning of the State Center for Ukrainian People’s Republic in exile of the modern Ukrainian state successors of the UNR 1917–1919; popular sovereignty («national self-determination»), democracy, parliamentarism, multi-party system, general, equal and direct suffrage, decentralization and broad self-government as the principles of the state system; denial of the dictatorship of the proletariat; recognition of Ukraine by the occupied territory and the Ukrainian SSR by the Russian colony; freedom and comprehensive development of national minorities; the inviolability and observance of the basic rights and freedoms of Ukrainian citizens.
