Kostetska T. The actual questions of relationships between public authorities and civil society institutions: communicative aspects

This publication examines the communicative aspects of formation and application of quality mechanisms of interconnection between government and society in the area of meeting the challenges and problems they face.

Identify the most important areas. These are the adoption of balanced management decisions, introduction of control of civil society in order to increase responsibility of public authorities for their results.

It is indicated that sufficient constitutional and legal regulation of the balance of interests of civil society and public authorities – is a necessary condition for their equal interaction and functioning in the context of the establishment and further development of democratic processes in our country.

It is about the fundamental changes in the nature of communication links between public authorities and institutions of civil society. It is noted that ensuring sustainable democratic development in the country and the Ukrainian society depends on degree of its development.

It is singles out the role and tasks of the state to promote the implementation of the processes. It has been suggested that the parameters of the state, generation and institutionalization of its information function caused by modern real and potential threats encroachment on state sovereignty and territorial integrity.

A special role and significance in the relevant processes was given to mass-media that is the instrument of purposeful formation of public opinion in the respective relations, important institution of civil society and intermediary between public authorities and civil society.

It is emphasized that the research of the media’s status and their role in the formation of a democratic information society, constitutional state, scientific and methodological aspects of constitutional and legal regulation of their operation, etc., despite some interest in these issues both foreign and domestic researchers, does not lose its expediency. Given the lack of a unified understanding in special literature and in current legislation the concept of media, its author’s definition is given.

The major aspects of Ukrainian media are analyzed through the prism of modern threatening challenges existence, related with holding of “information warfare” by the neighboring state aimed at destabilizing the entire Ukrainian society.

In the article are distinguished some progress in improving and negative trends of activity of domestic media at the present stage.

In particular, the actual problem is determined discrepancy domestic information products to the world criteria and standards; there is a background of the emergence of problem relationships of public authorities and the media.

The real prospects of implementation in Ukraine of public television, the legal basis of its creation are considering, and some factors of its future operation are identifying.

The attention is paid to finding out issues of current legislation; there are ways to overcome some of them. The author substantiates conclusion that, despite the diversity of legal acts in the media sphere, today is absent systematic domestic legislation and effective normative and legal base of streamlining communication relations.
