A study of types of economic cluster associations in the agricultural sphere, their organizational forms and methods of their development have been undertaken in the article.

The meaning of rural territories and the ways of their development do not exist in the current legislation. There are different forms of meaning of rural territories in the literature.

Cluster associations in the agricultural sphere can be the option how to develop rural territories.

Rural territories can be discovered as the territories where cluster associations in the agricultural sphere can act. That is way there is the necessity to find out the types of economic cluster associations in the agricultural sphere, their forms and the acts of their development.

There are great and small producers of agrarian production. Through the development of small producers of agrarian production the growth of production, served and social aspects in the agricultural sphere can be obtained. Such producers of agricultural production should not have stopped only on the production of raw material. It is necessary to organize her processing and production of foodstuffs. Money from realization of products will remain within the limits of rural territory. It will raise the level of employment of rural population and cause the requirement in development the social infrastructure of the countryside, - houses, schools, hospitals etc.

There are the following types of economic cluster associations in the agricultural sphere: agrofood, spatial and manufactured, scientific and manufactured. An agrarian cluster (economic cluster association) can operate as a legal entity or without creating the legal entity.

The large producers of agricultural goods because of sufficient financing can organize clusters by themselves. The clusters where middle and small producers of agricultural goods will operate should be organized not only by the middle and small producers of agricultural goods but also by executive organs and local self-government bodies. It is difficult to envisage all possible variants of clusters that can arise up. That is way it is necessary to leave open the list of types of economic cluster associations in a current legislation.
The collaboration among the small and middle producers of agricultural goods, executive bodies and local self-government bodies can take place in a form of public-private partnership.

Executive bodies and local self-government bodies within the limits of public-private partnership can help with informative services, subsidies, tax deductions, etc.

It is certain that development of rural territories can be obtained by introducing cluster organization of production of agricultural goods and managing in the field of development of rural territories in such forms: monitoring of development status of rural territories, conduction of the State cadaster of rural territories and programming of development of rural territories.

There are a base and systematic monitoring of development status of rural territories. The base monitoring will envisage the collection and analysis of primary information about the status of rural territories development. Every next collection and analysis of information about the status of rural territories development will be the systematic monitoring of rural territories.

There is can be obtained such information as the result of monitoring of development status of rural territories: subjects, which produce agricultural goods; subjects, which serve agricultural activity; subjects, which are busy in rural green tourism; kinds and amount of agricultural goods (grain, meat, milk, eggs, etc.); development status of agricultural land; development status of rural population (unemployment rate, per capita income, life-span, level of birth-rate); development status of social sphere (kinds and amount of houses, schools, hospitals, libraries); etc.

This information can be gathered in the State cadaster of rural territories and used for programming the development of rural territories.
