In article the concept of ecological standardization and rationing of Ukraine is analysed and their general and distinctive signs are allocated. Dependence between efficiency of environmental standards and standards and a condition of surrounding environment is investigated. Need of adaptation of national system of standardization and rationing to the advanced international standards is outlined.
Environmental standards and standards as natural result of standardization and rationing in the sphere of environmental protection are characterized.
The attention is focused on problematic issues of concepts of ecological standardization and rationing. It is specified legislative uncertainty both rationing in general, and ecological rationing in particular. A conclusion about a difference in the content of the concepts "rationing" and "normativotvorchestvo" is formulated.
Foreign experience of legislative regulation of rationing in the sphere of ecology where this legal category practically doesn't differ from ecological standardization is investigated.
Views of domestic researchers of ecological standardization and rationing in their interrelation and unity are analysed. With concentration attention on differences in legal essence of environmental standards and standards.
At the same time the general character of the purposes and problems of ecological standardization and rationing in Ukraine is investigated. In particular, it is established that the environmental standard establishes evidence-based model of ensuring ecological safety, and the ecological standard regulates boundary indicators of negative impact on environment.
Conclusions that existence of separate distinctions between these legal categories doesn't generate need of their artificial division are formulated. Ecological standardization and rationing are the uniform organic education urged to provide protection and environment protection against offenses in the ecological sphere.
The attention to need of development of the complex evidence-based concept of increase of efficiency of ecological standardization and rationing in Ukraine is focused.
