A study of modern state and foreign experience of the legal adjusting of agricultural consultative service has been done in the article. The political and economic events of 2014-2015 years have completely changed the development of agricultural sphere Ukraine. Due to financial crisis there can be critical problems in agricultural sphere. To avoid theme the government has to support agricultural producers. The current way to support agricultural producers is nongovernmental agricultural consultative services. They do not work properly. There is no the system of such services. They work temporarily due to special programs ‘money.
The experience of other countries how to improve agricultural consultative service has been studied. Agricultural consultative services exist in different ways. The state consultative services act in Romania and have good results. That is why it is worth to adopt Romania's practice.
There are propositions how to improve the legal adjusting of agricultural consultative service. Ministry of agricultural policy and food Ukraine has to become state consultative service. The function of Ministry of agricultural policy and food Ukraine as state consultative service has to be included in Law of Ukraine «About agricultural consultative activity». It can function next to present nongovernmental consultative services or be created on their base. With the aim to proclaim the legal status of Ministry of agricultural policy and food Ukraine as state consultative service Decree of Cabinet Council Ukraine «About Ministry of agricultural policy and food Ukraine» must be changed.
Ministry of agricultural policy and food Ukraine as state consultative service will function on central and local levels. As powers of central state consultative service can be taken: common guidance of the system of state consultative service in Ukraine, co-ordination of relations among agricultural producers, scientific and educational establishments. Realization of practical activity – giving the consultations, realization of seminars, trainings, and publishing activity can become the competence of local consultative services. These kinds of services will be free of charge for small (medium) agricultural producers.
