The article is devoted to the development of human rights theory, it provides a brief review of the modern literature on the “human rights” subject. A special priority is given to the civilizational theory of human rights, as one of the integral lines of the modern legal science. A study of modern concepts of human rights, issues relating to the history and theory of the issue, to the experience of other states, seems as very important and topical task of comparative law, therefore such issues which are global for humanity should be considered in the context of civilizational approach.
